Adopted in 2008 to structure the veterinary profession in Senegal, Law 2008-07 remains the focus of heated debate. In response to recent demands from veterinary technicians, the Senegalese Veterinary Doctors' Union (SMVS) reaffirms the importance of this law, its objectives, and the need to ensure the rigorous and safe practice of veterinary medicine.

In a press release published on June 30, 2025, the Secretary General of the SMVS (Swiss Veterinary Health Service) reiterated that Law 2008-07 aims to organize veterinary medicine and pharmacy while protecting animal and public health. It clearly defines the roles of the various stakeholders in the sector, including doctors of veterinary medicine and pharmacy, as well as livestock technicians (technical agents and livestock engineers). The latter are authorized to advise and assist breeders, as well as to run simple veterinary practices.

The SMVS considers the technicians' demands, including their request to open veterinary facilities or to perform certain medical procedures reserved for veterinarians, to be unfounded and illegal. It emphasizes that veterinary medicine is a regulated profession requiring advanced medical skills, acquired through training at the Bac+7 level for veterinary doctors, compared to a Bac or BFEM+3 for technicians.

"Veterinarians and technicians complement each other, each with clearly defined missions based on their level of training," the press release emphasizes. This complementarity aims to ensure the quality of care, protect animals, and prevent health risks for populations, particularly those related to antimicrobial resistance.

The SMVS calls for strict compliance with Law 2008-07, which complies with international standards, and rejects any attempt at unjustified reform. It warns against potential abuses that could compromise animal and public health.
