Assemblée nationale : Démarrage de l’examen du projet de loi portant création de l’Ofnac
The debates on the examination of the bill establishing the National Office for the Fight against Fraud and Corruption (OFNAC) have opened in the National Assembly. This follows the meeting of the Intercommittee formed by the Committee on Laws, Decentralization, Labor and Human Rights and the Committee on Finance and Budgetary Control on Thursday 21st, as part of an extraordinary session.
Minister of Justice and Keeper of the Seals Ousmane Diagne immediately stated during this meeting that "corruption is a brake on economic growth and discourages national and foreign investment." It, he continued, reduces the resources needed for development and threatens the very foundations of the rule of law.
According to him, thanks to the rationalization of institutions, structural innovations in the fight against corruption have been made. These include, among others, the dissolution of the Office by another body with the same acronym (OFNAC), the exclusion of audit and anti-fraud missions from the attributions of OFNAC, the systematization of the call for applications procedure for the appointment of all members of OFNAC, the free publication of reports of control, verification and inspection bodies and institutions, the revision of the conditions of subjection to the declaration of assets and the limitation to three (3) years of the term of office of half of the first members appointed in order to ensure the good continuity of the service by preserving the memory of OFNAC under the transitional provisions.
