CIAAS: The collective announces a red week, starting September 8

CIAAS: Le collectif annonce une semaine rouge, à partir du 8 septembre

Faced with the non-compliance with the draft amending finance law voted on and adopted by the National Assembly on June 25, 2025, taking into account the generalization of the housing allowance, the Interministerial Collective of Senegalese Administration Agents (CIAAS) demands the payment of the housing allowance and threatens to initiate its first action plan to force the government to respect its commitments.

“Starting Monday, September 8, 2025, the CIAAS will launch the Administration’s Red Week, which will be marked by the wearing of red armbands in the 25 member ministries of the collective,” declared the collective’s coordinator, Omar Dramé, during a press briefing held on August 29 at the headquarters of the CNTS (National Confederation of Workers of Senegal).

According to the CIAAS, 16,000 out of 186,227 civil servants do not currently benefit from this housing allowance.

After being promulgated by the President of the Republic and published in the "Official Journal" on July 10, 2025, in accordance with Article 4 of the Senegalese Civil Code, the CIAAS emphasizes having asked the government to apply the law by paying the compensation before August 5, 2025 and sent a letter to the ministers concerned and to the HCDS to understand the reasons for these delays, without any official response having been given.

The group is demanding immediate payment of housing allowances and back pay for the months of July and August. It is threatening a general strike across the administration if the government does not address their demands.

    Oui payer l'indemnité de logement au reste des agents de l'État est nécessaire pour l'équité et la justice dans les rémunérations des agents.
