OFNAC : un appel à candidatures, mais sous conditions strictes
For the first time, the Senegalese government is considering recruiting the president and members of OFNAC through a call for applications, in order to strengthen the institution's transparency and independence. But experts warn that without solid safeguards, this "break" could be nothing more than window dressing.
Interviewed by L'Observateur, Abdou Fouta Diakhoumpa, trainer at the Judicial Training Center (CFJ) and at the National School of Administration (ENA), recommends the establishment of a multidisciplinary and credible selection committee, itself appointed by call for applications.
According to the source from the Groupe Futur Médias daily newspaper, "when the head of state appoints you, you are accountable to him. But when you are selected based on a competitive examination, you owe nothing to the president." This dual selection process would guarantee neutrality and independence.
Quoted by the same source, Moundiaye Cissé (NGO 3D) insists on the need for a multi-stakeholder committee integrating civil society, the private sector, and the administration, in order to avoid an "institutional approach" dominated by civil servants. The member of Senegalese civil society warns: "We must work to ensure that the recruitment committee is credible."
Professor Babacar Guèye, president of the Collective of Civil Society Organizations for Elections (COSCE), sees this mechanism as a real breakthrough. For him, the call for applications will put an end to "clientelism and nepotism" and will allow for the selection of "the best profiles" who are competent and independent.

Mais Waly DG a totalement raison. C'est quoi, si avéré , cette connerie d'appels à Candidatures pour un poste stratégique alors que des Magistrats fonctionnaires existent et pour lesquels le Président doit choisir. Un CV kilométrique ne fait d'ailleurs jamais un Bon candidat en Management en succès futur. Le PM d'ailleurs avait dit d'ailleurs que certains postes ne seraient pas soumis à Appels. Rappeler aussi que les fils de pauvres Vertueux ne sortent pas des grandes Universités privées du Monde et même de Dakar. Inégalités de classes.
La nomination peut soulever des critiques. On peut penser que le nommé va cibler des adversaires politiques et être un pantin des hautes autorités. Aux États-Unis, qaund on a nommé Kash Patel DG du FBI, lui un proche de Trump, les critiques ont fusé. Des gens ont pensé que Trump voulait se verger contre ceux qui ceux qui lui ont causé des déboires judiciaires. L'idéal est donc que celui qui est le boss de l'Ofnac soit indépendant et neutre. Il doit être au service de la République.
