ARTP : Le « Wifi communautaire » via Starlink désormais passible de prison et jusqu'à 60 mllions d'amende
In a press release published on Tuesday, March 31, 2026, the Telecommunications and Postal Regulatory Authority (ARTP) issued a stern warning against the illegal operation of Internet access points, commonly known as "community Wifi".
According to the regulator, these connection-sharing networks, often operated via Starlink terminals, are proliferating in several locations across Senegal without any prior authorization. ARTP firmly reiterates that providing internet access is a strictly regulated activity, subject to the granting of a license or specific authorization issued by the State.
The telecommunications regulator warns offenders that failure to comply with current regulations exposes them to particularly severe penalties. The laws stipulate prison sentences ranging from one to five years, along with fines of between 30 and 60 million CFA francs.
ARTP urges those involved to immediately cease these illegal practices. This statement from the regulator comes amidst a rapid expansion of satellite solutions, serving as a reminder that technological innovation must adhere to the Senegalese legal framework.
