Souveraineté Numérique : Strategia Afrique et TMBS USA lancent une offensive technologique majeure au Sénégal

Dakar hosted the Strategic Forum on Digital Sovereignty on Tuesday, April 7, 2026. Co-organized by Strategia Africa and the technology giant TMBS USA, this event marks a turning point in Senegal's ambition to build an integrated, secure, and above all, sovereign digital ecosystem.

Towards the end of "Data Silos"

The experts' assessment is unequivocal: despite real progress, Senegal's digital landscape remains fragmented. Whether in healthcare or education, data flows poorly, creating service disruptions that are detrimental to citizens.

Faced with this challenge, Strategia Afrique, represented by its Managing Director Jules Faye, presented a disruptive vision: total interoperability . The objective is to connect essential services around the Unique National Identifier (INU) to guarantee seamless continuity of the citizen journey.

A technological "shield" for the state

In a context marked by increasingly sophisticated cyberattacks, security is at the heart of TMBS USA's offering. The solution presented rests on three major technical pillars:

HMS Health+: Complete digitalization of the hospital process and shared patient record.

. Construction: Management of the academic journey from kindergarten to university with diplomas secured by blockchain.

TMBS Cyber Security: A Security Operations Center (SOC) for 24/7 monitoring of critical infrastructure.

Sovereignty and Local Hosting

The major innovation of this partnership lies in the guarantee of sovereignty. Unlike solutions dependent on foreign servers, all data will be hosted locally in Senegal, notably via the data center operator Stellarix based in Diamniadio.

"The idea is to digitize the process with a unique identity allowing every Senegalese person to access their data everywhere, while guaranteeing total legal protection," stressed Nafi Diagne, CEO of Stellarix.

A call for national mobilization

The forum outlined a clear 24-month roadmap, including pilot phases in reference hospitals and institutions of excellence.

Strategia Afrique and TMBS USA are now making an urgent appeal to the government, ministries, and donors (World Bank, AfDB) to transform this technical trial into a national reality. The stakes are high: to position Senegal as the undisputed leader in digital transformation in West Africa.

    Cet événement auquel j'ai participé explique en partie pourquoi nos pays peinent à se développer. Les autorités passent à côté d'opportunités énormes au profit de futilités. Sur l'ensemble des ministères sollicités, aucun n'a jugé nécessaire de se déplacer. Un manque de vision regrettable.
