Santé et souveraineté pharmaceutique : les grandes orientations du Conseil des ministres
Yesterday, during the Council of Ministers meeting, the President of the Republic indicated that access to quality healthcare remains a major concern for the population. He called for a social review to ensure systematic control over the management of healthcare personnel and the quality operation of healthcare facilities and structures.
He asked the Government to expedite the adoption of a new healthcare map to ensure optimal coverage of the national territory with healthcare infrastructure, including staff, services, and complementary technical facilities. He also requested that particular attention be paid to the completion of construction, the launch, and the commissioning of new healthcare infrastructure.
While demanding the preparation of a consensual deployment, under the supervision of the Prime Minister, of a special training and capacity-building plan for all staff serving in health facilities, "this interministerial management tool must integrate the modernization of faculties, institutes and schools for the training of medical and technical staff, taking into account the application of the LMD system," the statement reads.
Towards the upcoming adoption of the Health Code
Furthermore, the Head of State emphasized the finalization and deployment of the new reform of public health establishments in order to establish medical, technical, administrative and financial governance of health structures.
In this context, he asked the Minister of Health and Public Hygiene to take the necessary steps for the upcoming adoption of the Health Code, to initiate the strategic reorientation of the health system towards the promotion of medical prevention and public hygiene, to strengthen the human resources and means of intervention of the National Hygiene Service, and to prepare the inclusive organization of national consultations on medical prevention and public hygiene before the end of September 2026.
The President of the Republic instructed the Prime Minister to initiate, with the ministers and stakeholders involved, a strategic review of the governance of Universal Health Coverage (UHC) and the mechanisms for sustainable financing of the health system. He also asked him to monitor the functioning of the pharmaceutical sector and projects promoting Senegal's pharmaceutical sovereignty.
