L’ancien DG de l’ONAS Cheikh Dieng gagne son procès contre les sociétés Vicas et Delta
The Dakar Criminal Court delivered its verdict on June 10, 2026, in the defamation, slander, and public insult case between the former Director General of the National Sanitation Office of Senegal (ONAS), Cheikh Dieng, and the companies Vicas and Delta. In issuing his ruling, the judge dismissed the charges against Cheikh Dieng without penalty or costs.
During a press conference organized by Cheikh Dieng in 2024, shortly after his dismissal as head of ONAS, he made some revelations. The former Director General denounced the conditions under which certain dredging contracts were awarded, mentioning the intervention of the Minister of Water and Sanitation, Cheikh Tidiane Dièye, as well as the companies Vicas and Delta.
The two companies believed that Cheikh Dieng's statements seriously damaged their reputation and honor. They accused him of linking them to irregular practices in the awarding and execution of public contracts. At the hearing on May 13, 2026, their lawyers argued that these accusations constituted defamation and slander.
During the proceedings, Cheikh Dieng rejected these accusations. With supporting documents, he asserted that he had simply presented facts related to the suspension of public procurement procedures that he considered legitimate. He also maintained that he had never stated that the companies involved had shared public funds and denied being responsible for the leak to the press of a working document used during his presentation.
Vicas, represented by lawyer El Hadji Dièye, was claiming one billion CFA francs in damages, while Delta, represented by lawyer François Faye, was seeking five billion CFA francs. These amounts, however, were significantly higher than the 200 million CFA francs initially claimed in the direct summons.
For their part, Cheikh Dieng's lawyers denounced a "trial by proxy," arguing that the real issue in the case concerned the dispute between their client and Minister Cheikh Tidiane Dièye. They maintained that the former director of ONAS had exercised his right of reply to the overbilling accusations that led to his dismissal, while also noting that no oversight body had found any mismanagement on his part.
