Thiès : Un escroc foncier condamné à 8 mois ferme après avoir ruiné plusieurs familles
A land fraud case involving PM Mbaye was heard in the Thiès court. Several victims accuse the defendant of orchestrating a large-scale fraud by selling land that he did not legally own.
According to the court proceedings, the defendant's modus operandi was well-rehearsed. He offered his clients plots of land in exchange for large sums of money, providing them with simple sales agreements accompanied by a photocopy of his national identity card. PM Mbaye, however, possessed no official administrative documents, such as a municipal council resolution, proving ownership of the land being sold. To establish a climate of trust and deceive his clients, some transactions even took place in the presence of a bailiff.
In court, PM Mbaye did not deny the facts. He admitted to selling land and receiving money through a woman named B. Diop. However, he maintained that he had acquired the plots himself with the intention of reselling them, claiming that he was unaware the documents in his possession were forgeries.
Among the plaintiffs, Ms. D. Ndiaye recounted her ordeal. She stated that she had paid 5,750,000 FCFA for a plot of land in Keur Issa. Having been put in contact with the defendant in 2025, she claims that he disappeared as soon as the transaction was completed. She also reported a cynical confidence from the defendant, who allegedly assured her that he risked only six months in prison if prosecuted. She was seeking 10 million FCFA in damages. Another victim, EM Ndiaye, acquired six plots of land for 1,200,000 FCFA before discovering, after checking with the Chérif Lô town hall, that all the documents provided were forgeries.
The public prosecutor argued that the defendant's guilt was beyond doubt, emphasizing that he had admitted to receiving funds for property he did not own. The prosecution had requested a one-year prison sentence and a fine of 300,000 FCFA. Ultimately, the court found PM Mbaye guilty of fraud and sentenced him to eight months in prison. In civil proceedings, he will have to pay 6 million FCFA to D. Ndiaye and 2 million FCFA to EM Ndiaye as compensation.
