Bourses, Air Sénégal, SenTer, Poste, Artp…: Ces centaines de milliards "transférés" par l'Etat en 90 jours
Subsidies remain a headache for the country's current leaders. Their importance, particularly in the social sphere, is significant. However, their burden on budgetary expenditures remains substantial. During the first quarter of this year, the State allocated 228.2 billion FCFA to "Economic Affairs," which primarily consists of subsidies.
The largest share goes to energy
The largest subsidy went to the energy sector, with the State allocating 165.5 billion FCFA to it during this period. Air Senegal received 13.5 billion FCFA. The National Company for the Management of the Regional Express Train's Assets (Senter) was granted 10 billion FCFA, the International Olympic Committee (IOC) Management Unit 5 billion FCFA, the Telecommunications and Postal Regulatory Authority (ARTP) 4.2 billion FCFA, the National Fund for Rapid Entrepreneurship 4.2 billion FCFA, the Post Office 3 billion FCFA, and the Senegalese Agency for Reforestation and the Great Green Wall 2.6 billion FCFA.
“Dakar Dem Dikk” also received a transfer of 2.3 billion FCFA for the remuneration of public transport services, as did the Senegalese Institute for Agricultural Research (ISRA), which received 1.7 billion FCFA. COSAMA also received 1.2 billion FCFA for the payment of public service salaries.
The stock markets pumped out 40.4 billion
Next, the Senegalese government allocated over 86.7 billion CFA francs to the higher education sector. For example, student scholarships accounted for 40.4 billion CFA francs. Universities and engineering schools received 27.5 billion and 970 million CFA francs respectively, while student services centers across the country received 16.9 billion CFA francs.
These transfers were revealed by the Ministry of Finance in its quarterly budget execution report, which indicates that other transfers were made to certain entities such as the Senegalese Agency for Universal Health Coverage (AS-Csu) for 8.1 billion, hospitals for an amount of 6.5 billion and the Rural Drilling Office (Ofor) 400 million.
What Ousmane Sonko would say about it
Last April, Ousmane Sonko, then Prime Minister, revealed that on average, over the last six years, the Trade sector received 59 billion FCFA in subsidies, Energy 470 billion FCFA, Agriculture 86 billion FCFA, Higher Education 131 billion FCFA and National Education 12 billion FCFA.
"This amounts to 833.5 billion FCFA. This is the average annual amount of subsidies we grant. My conviction is that a good portion, perhaps half, is captured by users who were not the target of these subsidies. Should we maintain these subsidies? If so, at what proportion?" he added during an interministerial council meeting.
