« Domol Leydi » , ces organisations d’autodéfense instituées par le général Tiani au Niger
In Niger, the Council of Ministers yesterday, Friday, March 27, adopted a draft ordinance establishing territorial self-defense organizations called "Domol Leydi." These groups, auxiliary to the Defense and Security Forces (FDS), are made up of individuals who have volunteered to contribute to the defense of the nation. More specifically, they are tasked with "awareness-raising, intelligence-gathering, and self-defense missions within their respective territories."
The State provides them with the weapons and equipment necessary for the performance of their missions
The personnel of these "Domol Leydi" are "chosen from among former members of the FDS who are from the territories concerned or from among the inhabitants of these territories." They are placed under "the hierarchical authority of the Commander of the Military Reserve Mobilization Commission provided for by the aforementioned ordinance."
The State provides them with the weapons and equipment necessary for the performance of their missions. They "benefit from the social and financial advantages determined by regulation".
Transitioning from a state of peace to a state of war
The draft ordinance establishing these territorial self-defense organizations is part of the organization and preparation of the general mobilization governed by ordinance number 2025-42 of December 26, 2025.
General mobilization is defined as "a set of measures to be taken in order to guarantee effectively and efficiently the transition of the security forces, the institutions of the Republic, other state bodies, socio-professional structures as well as all components of the national economy, from a state of peace to a state of war and the allocation of human, material and financial resources to the defense of the homeland".
