During a cabinet meeting on Wednesday, March 18, 2026, the Malian government approved the creation of the Malian Office of Precious Substances. This public institution has the mission "to oversee the commercialization of gold and other precious substances" in the country.
Mali is one of the largest gold producers in West Africa. The precious yellow metal, sourced from artisanal mining and small-scale mines, holds a strategic place in the national economy and represents a significant source of foreign currency, tax revenue, and job creation.
In 2022, Mali recorded a gold production of 72,227 tonnes, including 6 tonnes from artisanal mining, generating 763 billion CFA francs for the national budget.
Despite this contribution, there are challenges in controlling the flows from artisanal and small-scale mining, given the disparities between official national statistics and the quantities received in destination countries.
As part of implementing the Mining Code of August 29, 2023, and the law on local content, the creation of an operational instrument was deemed necessary to ensure the regulation, centralization, and security of the commercialization of these substances.
The Malian Office of Precious Substances was thus established to strengthen the state's economic sovereignty over the precious minerals value chain.
