Pays de la CEDEAO, un club d’éhontés et d’imprudents !
It is outrageous to see that in the 21st century, states claiming to be sovereign allow a third country to build the headquarters of an organization of which they are all members.
Indeed, on Tuesday, April 28, China officially handed over the keys to the new ECOWAS headquarters to its leaders. The building, constructed near Airport Road, about fifteen kilometers from downtown Abuja (the capital of Nigeria), covers more than 70,000 square meters.
A headquarters worth 31.7 billion CFA francs, entirely financed by China
It comprises a main office building, ancillary infrastructure, a 720-seat elliptical conference center, a helipad, a parking lot, a public space, and technical networks. This jewel is presented as a gift from China to West Africa, as its construction is entirely financed by the Middle Kingdom.
The Asian country spent $56.5 million, or 31.7 billion CFA francs, to carry out the project.
ECOWAS is certainly pleased to get its hands on the keys to this building. But should it really be? Can we imagine China building the headquarters of the European Union at its own expense? Can we believe that NATO would accept the Middle Kingdom building its headquarters? No. It's a matter of sovereignty and pride.
Are the 12 ECOWAS states so poor that they are unable to raise 31.7 billion to build a new headquarters? Of course not.
Choguel Maiga's barb
The reality is that most member states of the European Union are not very motivated when it comes to making an effort. Moreover, they do not pay their contributions and EU levies very regularly.
Former Malian Prime Minister Choguel Maiga had mocked these states in July 2024 when he presided over the opening ceremony of the general assembly of notaries.
“Imagine this ECOWAS, people don’t pay their dues. It’s the European Union that pays their dues. It’s the EU that supplements their budget,” the former Malian official had said.
The situation is so worrying that ECOWAS parliamentarians have raised their voices to demand change.
In such a context, the organization will always rely on the generosity of foreign powers to carry out its projects. Instead of welcoming China's action of April 28, the leaders of the ECOWAS countries should be ashamed.
An institution that exposes itself to espionage
Furthermore, it must be emphasized that allowing a major power like China to build the ECOWAS headquarters is unwise. This not only contributes to the growing influence of the Middle Kingdom in West Africa but also exposes the country to espionage. It is worth recalling that China has frequently been accused of installing espionage equipment in diplomatic buildings and strategic infrastructure abroad.
