In its report published in 2024 and consulted by Libération, the National Office for the Fight against Fraud and Corruption (OFNAC) revealed serious irregularities in the management of the Saint-Louis Regional Hospital Center, covering the period from January 2019 to March 2022. The investigation was launched following an anonymous denunciation targeting the former director of the establishment, accused of embezzlement of public funds and equipment, as well as forgery of public documents, reports Libération in its Wednesday edition.

Among the facts denounced, the same source details, the investigators noted the misappropriation of an ultrasound machine received as part of international cooperation and the irregular awarding of a vehicle maintenance contract to a mechanic based in Dakar without proven qualifications, who cashed a check for 2,130,000 CFA francs in March 2020. The former director is also accused of having issued mission orders in his own name, without the governor's visa, in order to spend weekends in Dakar at the hospital's expense. In addition, several bank accounts were opened without clear justification, their management being entrusted to the principal accounting officer.

OFNAC conducted an investigative mission in Saint-Louis from late May to early June 2021, during which numerous officials were interviewed, and supplemented its work with interviews at headquarters and document analysis. The investigation uncovered serious evidence of financial misconduct and fraudulent management involving several actors.

The case has been forwarded to the financial prosecutor's office. The OFNAC alleges, in particular, that the former director is accused of embezzlement of public property, fraud, mismanagement, tax fraud, and violations of WAEMU legislation on means of payment. The former chief accounting officer is also charged with tax fraud, including paying bonuses without withholding tax, violating banking regulations, and complicity in fraud. The Dakar-based mechanic, meanwhile, is accused of complicity in fraud.
