Gouvernement sans Pastef : quel sort pour les DG ?
Pastef has decided not to participate in the new government. According to Ousmane Sonko, discussions with President Bassirou Diomaye Faye revealed some areas of agreement, "but also, and above all, points of disagreement, particularly regarding the place and role of the majority within the executive branch, the structure of which we know nothing about." Based on this assessment, Pastef has decided not to be represented by any ministers.
Despite this announcement, four or five ministers from Pastef are on the final list. These are Balla Moussa Fofana, Yankhoba Diémé, Ibrahima Sy, and Alioune Ndione, in addition to Déthié Fall, who dissolved his party within Pastef.
But Yoor Yoor, a pro-Sonko newspaper, which speaks of "internal transhumant" members, adds to this list Cheikh Diba, Bakary Sarr, Abdoul Ahad Ndiaye and Marie-Angélique Diouf.
As soon as the list was revealed, Sonko's party decided to unleash the guillotine. Minister Yankhoba Diémé was expelled by Pastef Bignona. His colleague Ibrahima Sy was removed from Pastef's platforms in Podor. The others are expected to follow suit if this pattern continues. One member of parliament even stated that all the party officials appointed to the government have effectively excluded themselves.
Once the fate of the ministers is sealed, Pastef will have to turn its attention to the directors general of public and semi-public companies. Indeed, in the early days of the split between Diomaye and Sonko, some directors general announced their resignations as a sign of loyalty to Pastef. Others were called upon by party members on social media.
The party then published a statement to clarify that "the exercise or renunciation of public responsibilities is a freely given individual choice", thus leaving the choice to the CEOs.
With the formation of the government, Pastef rejected individual consultations, bringing decisions back to the party level. Today, the question of ministers has been settled, but the question of directors general remains. Is the choice to leave or stay still an "individual choice"? Nothing has been said yet.
But logically, Sonko's party should remove its directors-general. It would be inconsistent to impose the party's decision on ministers while granting directors complete freedom of choice. Furthermore, public companies are crucial pillars in the implementation of public policy.
The question will then arise as to who will remain loyal to Sonko, like El Malick Ndiaye, and who will decide to follow their own path, like Yankhoba Diémé.
Some, like Waly Diouf Bodian and Pape Alé Niang, have already made their position clear: the former by reaffirming his closeness to Sonko, the latter by distancing himself.
The conspicuous absence of RTS (Senegal's national broadcaster) during Sonko's swearing-in ceremony at the National Assembly is interpreted by some as a sign of support for Diomaye by Pape Alé Niang. If this trend continues, with Pastef party officials and allies backing Diomaye, there could be a significant exodus of Sonko's supporters.
