Patrimoine culturel : Amadou Ba veut une « Gendarmerie du patrimoine Culturel » sur le modèle de la DSCOS
After dispatching a mission to Thiès last Wednesday following the destruction of the mosaic artwork created by the artist Papa Ibra Tall at Place de France, the Minister of Culture, Crafts and Tourism, Amadou Ba, announced on Sunday his intention to create a dedicated gendarmerie brigade.
Invited to the program "En Vérité" on RTS, the authority is counting on strict monitoring to put an end to the anarchy and lack of conservation policy that threaten national memory.
According to Minister Amadou Ba, as reported by the Senegalese Press Agency (APS), "the time for rigor has come." Consequently, he no longer wants to be satisfied with mere observations of dismay. Drawing inspiration from the effectiveness of the Directorate for Monitoring and Control of Land Use (DSCOS) in combating land disputes, he advocates a similar approach for cultural heritage.
"We will request the creation of a gendarmerie brigade to monitor cultural heritage, it is very important," he said, specifying that while such a project is not yet in the government's pipeline, it is now a priority for his department.
From Saint-Louis to Ziguinchor, the observation is bleak: the jewels of Senegalese history are crumbling or disappearing, the minister notes, denouncing the situation. The case of filmmaker Sembène Ousmane's birthplace in Ziguinchor is quite telling. While the state was considering its purchase, the building was demolished by a private buyer.
In Saint-Louis, a museum city, the observation is also the same: "the governance and all the historical buildings are in a very advanced state of disrepair," the minister emphasizes.
To prevent further "memory tragedies" of this kind, Amadou Ba instructed his staff to conduct a nationwide tour. The objective is to inventory and classify all sites, monuments, and works of national interest, in order to protect them from the clutches of developers or the ravages of time. This inventory will not only allow his staff to list the entire cultural heritage but also to stem this current loss.
"Senegalese people, since Senghor, have abandoned culture," he lamented, citing Dubai as an example to remind everyone that culture is "the only wealth of the future."
Referring to the destruction of Pape Ibra Tall's mural in Thiès, Amadou Ba points to a lack of coordination. "If there is a failure, it is at the level of our services, because when the Senegalese Manufactures of Decorative Arts (MSAD) of Thiès were contacted, they should have signed an agreement and sent it back to the Ministry of Culture, so that the regional cultural service could be involved for certification," he says.
“Any restoration or rehabilitation of a work of art must be carried out under the supervision of the Ministry of Culture,” he firmly stated. Fortunately, he added, thanks to the preserved original sketches, a reconstruction of the work is possible. The Ministry intends to work in conjunction with the Thiès city hall to revive this artwork, thus preventing a “second death of the artist.”
