National Assembly: Mbaye Dione questions the government on the financing strategy and domestic debt

Assemblée nationale : Mbaye Dione interpelle le gouvernement sur la stratégie de financement et la dette intérieure

MP Mbaye Dione addressed the economic situation in Senegal. While expressing satisfaction with the management of sovereign debt, he voiced deep concerns about investment financing and demanded clear answers from the government.

The MP praised the government's bold approach to managing the public debt, which, according to the IMF, has reached 132% of GDP. Mbaye Dione commended the Prime Minister for opting for a sovereign restructuring, thus preventing Senegal from defaulting, a move that would have been catastrophic for the country's creditworthiness on international markets.

However, the MP expressed his concern when discussing the state of the real economy. He highlighted a "difficult" situation for local businesses. Regarding domestic debt, Mbaye Dione warned of payment delays that are stifling the construction and real estate sectors.

Regarding the real estate crisis, he cited the striking example of administrative buildings whose rents had not been paid for 36 months, as well as the social liabilities of liquidated companies.

The heart of the debate focused on the finance law, which allocates 2,803 billion CFA francs for investments. The member of parliament reiterated a golden rule of public finance: "Investments cannot be financed with short-term resources."

According to him, current resources should be used for salaries and operations, but to build infrastructure, Senegal needs long-term, structural financing. He therefore questioned the government on its strategy, given that access to traditional loans (European Union, FDI) appears increasingly difficult for 2026. Mbaye Dione advocated for better funding for local authorities.

He stressed that municipalities are on the front line in the face of the difficulties faced by the population, but are sorely lacking in resources to carry out their missions.
