Infrastructures maritimes : Le groupe néerlandais Damen prend les commandes des chantiers navals de Dakar
The State of Senegal has just taken a decisive step in reviving its naval industry by entrusting the management of the Dakar shipyards to Damen Holding BV, within the framework of a public-private partnership (PPP) lasting twenty years.
The official announcement was made by Babacar Faye, Director General of the Naval Repair Infrastructure Company (SIRN), through the publication of the contract award notice. This process, launched via an international call for tenders, aimed to select a private operator capable of ensuring the takeover, rehabilitation, financing, operation, and maintenance of the shipyards.
After a pre-qualification phase that narrowed the field to five candidates, only two companies submitted a final bid: Damen Holding BV and Jobson Italia SRL. The evaluation ultimately selected Damen, whose contract was signed on April 2, 2026.
The Damen Group (Damen Shipyards Group) is a world-renowned Dutch family business specializing in shipbuilding, engineering and ship repair.
This choice illustrates the Senegalese authorities' desire to rely on a recognized global player to modernize naval infrastructure and strengthen the competitiveness of the national maritime sector. The financial model adopted is based on user fees: the State will not provide direct funding; the private partner will be compensated through the services offered to shipyard clients.
This formula limits the impact on public finances while ensuring sustainable and efficient management. In the interest of transparency, the authorities announced that the details of the contract will be made public, notably through the platforms of the regulator and UNAPPP.
