Local Development: How Balingor is becoming the laboratory of the Social and Solidarity Economy in Senegal

The Balingor Economic Forum, held on April 7, 2026, in the Bignona department, marks a significant step in implementing the President of the Republic's vision, who has declared 2026 the Year of the Social and Solidarity Economy. Under the leadership of Dr. Alioune Dione, Minister of Microfinance and the Social and Solidarity Economy, the ministry is multiplying its initiatives to embed this ambition at the heart of local communities.

Through his representative, Minister Alioune Dione reiterated his department's firm commitment to implementing the President's directives and the Prime Minister's instructions. The objective is to make the social and solidarity economy (SSE) an engine of inclusive development capable of generating sustainable jobs and strengthening economic resilience at the local community level.

The ministry's participation in this forum is part of a strategy to localize public policies. It follows the signing last February of a strategic agreement with the municipality of Balingor aimed at structuring local stakeholders and creating an ecosystem conducive to the emergence of solidarity-based economic initiatives.

With this in mind, equipment worth over 27 million FCFA was distributed to beneficiaries. This package includes means of transportation such as two agricultural motorcycles and two tricycles, as well as a comprehensive set of production and processing tools. Basic agricultural equipment like rakes, shovels, and wheelbarrows are included alongside poultry kits, generators, and mills, all designed to strengthen local value chains.

Furthermore, processing and value-added equipment, including two electric mills, pots, trays, ladles, and basins, supports economic initiatives largely led by women. This equipment improves working conditions for those involved and sustainably boosts local activity.

A symbolic sum was also presented to encourage the organization and structuring of social economy actors. This initiative illustrates the minister's ambition to build sustainable development based on community empowerment.

For Dr. Alioune Dione, the challenge is to foster competitive, inclusive, and resilient territories. Balingor thus appears as a model in the making, demonstrating that leveraging local resources can be a powerful driver of economic transformation.
