«Emprunt en secret de 650 millions d'euros» : la réaction du gouvernement à l'article du Financial Times
The Senegalese government, through the Ministry of Finance and Budget, has formally denied the information published by the British media outlet Financial Times reporting loans "in secret" via "opaque arrangements".
In a statement released to the press, Senegalese authorities assert that all state financing operations are conducted within a legal and transparent framework, as defined by the Medium-Term Debt Management Strategy (MTDS). This strategy relies on diversifying funding sources, both in local currency and foreign exchange.
The ministry clarifies that the resources mentioned in the article are raised on the regional market through public auctions of government securities. It emphasizes that these operations comply with applicable transparency rules and are regularly published.
Regarding the participation of foreign investors, the government explains that they use foreign exchange transactions to acquire securities in FCFA, before being able, at maturity, to convert their assets back into foreign currency, in accordance with usual market practices.
The authorities insist that this financing is integrated into the State's financing plan and complies with the limits authorized by the finance laws. According to them, the operations carried out in 2025 are part of a strategy to diversify financing instruments and were conducted in accordance with the Treasury's issuance schedule.
The document also emphasizes that these operations were carried out in accordance with the guidelines of the SDMT and within the framework of the parliamentary authorization resulting from the second amending finance law for 2025.
Finally, the Ministry of Finance and Budget indicates that all market operations are included in the 2025 financing plan, shared with technical and financial partners, including the International Monetary Fund (IMF), with whom discussions have taken place.
