Emprunts sénégalais : A côté des 304 milliards, les 4 autres opérations qui ont engrangé des centaines de milliards
The State of Senegal successfully completed its first Public Offering of 2026 (APE1) with oversubscription. It raised 304.1 billion CFA francs in an operation where it sought 200 billion CFA francs. In parallel with this operation, another fundraising effort was completed on the regional public securities market.
Indeed, the Senegalese Treasury raised 55 billion CFA francs in an operation that concluded on Friday. Subscriptions had reached 59 billion CFA francs in an operation where the Senegalese government had requested 50 billion CFA francs from investors.
Thus, 24.4 billion CFA francs were raised through 364-day Treasury bills (BATs), followed by 24.7 billion CFA francs through 3-year Treasury bonds (OATs). The remaining 5.8 billion CFA francs were raised through 5-year and 7-year OATs.
Already, during the first weeks of March, the Senegalese government had significantly increased its interventions in the regional public securities market. These operations generated around 268.2 billion FCFA.
It had raised 110 billion CFA francs in an operation completed on Thursday, March 13. The other fundraising, amounting to 108.2 billion CFA francs, was carried out four days before the critical deadline of March 13. On the same day, March 9, the Treasury had also raised 50 billion CFA francs.
These resources will be added to the 745.8 billion CFA francs mobilized up to February 28, 2026. The objective is to reach the target of 4132 billion CFA francs for the year 2026.
“We will raise 4132 billion on the domestic market with 90 billion in cash requirements. But also, with syndications for 1200 billion spread across four EPAs, due to one operation per quarter,” announced Alioune Diouf, Director of Debt, last January.
