The State of Senegal has just confirmed the strength of its credit rating on the financial markets. In an official statement published this Sunday, March 29, 2026, the Ministry of Finance and Budget announced the "successful closing of the first Public Offering of 2026." This operation was a success that far exceeded the government's initial expectations.
Launched on February 26, the operation concluded on March 26 with spectacular results. While the department headed by Cheikh Diba had set a target of 200 billion FCFA, the total amount raised ultimately reached 304.15 billion FCFA, thus achieving an exceptional coverage rate of 152%.
Renewed investor confidence
For the financial authorities, this overwhelming support is no accident. According to the ministry, the success of this fundraising demonstrates "the confidence of both institutional and private investors in the quality of the State's creditworthiness."
The resources thus collected already have a specific purpose. They will contribute to "covering budgetary expenditures as well as the active management of debt authorized by the 2026 Finance Law." This strategy reflects a desire for financial sovereignty by prioritizing the "mobilization of domestic resources and the development of the sub-regional financial market," in close alignment with the State's strategic orientations.
One of the key strengths of this operation lies in the optimization of Senegal's debt profile. The press release specifies that the State has succeeded in obtaining long maturities, up to 10 years, with controlled financing conditions. The interest rates are broken down as follows: 6.40% for 3 years, 6.60% for 5 years, 6.75% for 7 years, and finally 6.95% for 10-year loans.
The government expressed its gratitude to all subscribers, specifically mentioning citizens, the diaspora, businesses, and financial institutions for their "unwavering commitment to the State." This momentum is expected to continue throughout the year, in accordance with the Medium-Term Debt Management Strategy (MTDS).
