Marché des titres : 5484 milliards levés, une dette à 23 366 milliards, le Sénégal parmis les plus gros “chiffres”
At the end of the first four months of 2026, the member states of the West African Economic and Monetary Union (WAEMU) raised 5,484 billion CFA francs on the government securities market. Côte d'Ivoire, the Union's largest economy, led the way in fundraising, raising 2,401.1 billion CFA francs during this period, according to the summary of the primary government securities market compiled by Umoa-titres.
It is followed by Senegal. Plagued by budgetary difficulties since the outbreak of the hidden debt scandal, the country has virtually no access to the international financial market. It has therefore focused on the regional market, where it raised 1,311.3 billion on the government securities market. Burkina Faso, Mali, and Niger come next, with 485 billion , 413 billion, and 290.3 billion respectively . Togo, with 179 billion, and Guinea-Bissau, with 168.2 billion, raised the smallest amounts.
Dakar and Abidjan account for more than half of the debt

All these issuances have brought the total stock of debt of these States to 23,366.5 billion FCFA on this market, as of April 31, 2026. But, two countries hold more than half of this debt.
These are Côte d'Ivoire, with outstanding amounts of 7,517.4 billion CFA francs, and Senegal, with 5,051.7 billion CFA francs. Burkina Faso's outstanding amounts are 2,965 billion CFA francs and Mali's are 2,643.6 billion CFA francs. Guinea-Bissau, with 530.6 billion CFA francs, has the lowest stock.
4021.7 billion to repay
To meet the deadlines for their debts contracted on this market, the UEMOA countries disbursed 4021.7 billion FCFA during the first four months of the year.
Ivory Coast leads the list of countries that have paid the most money to their market creditors, having disbursed 1,298 billion CFA francs. It is followed by Senegal, which has repaid 756.3 billion CFA francs, and Niger, which has paid 616.4 billion CFA francs.
Mali, with 398.4 billion CFA francs repaid, and Burkina Faso, which paid 355.9 billion CFA francs to its creditors, come just behind the leading group. Togo and Guinea-Bissau have disbursed 279.8 billion and 147 billion CFA francs respectively.
