For 2026, the State of Senegal is targeting 5,932.2 billion FCFA in revenue and 7,177.2 billion FCFA in expenditure for the general budget. Today, at the end of the first quarter of the year, the Minister of Finance and Budget, Cheikh Diba, provided an update.

103.4 billion more compared to March 2025

During his hearing at the National Assembly on Friday, he indicated that general budget revenues amounted to 1139.5 billion FCFA, or 19.2% of the annual target of the 2026 Finance Law. Compared to the same period last year, they represent an increase of 103.4 billion FCFA.

In parallel, total general budget expenditures amounted to 1482.7 billion FCFA, of which 1346.3 billion FCFA came from internal resources and 136.4 billion FCFA from external resources.

A deficit in the right direction

As a result, the budget deficit at the end of March 2026 stood at 343.2 billion CFA francs, representing 1.5% of GDP. The annual target set in the 2026 Finance Law is to limit the budget deficit to 1,245.1 billion CFA francs, or 5.37% of GDP.

"This level of quarterly deficit is consistent with the fiscal consolidation trajectory. During the month of April 2026," Cheikh Diba told MPs on Friday.

Between spending and revenue, the State is playing it safe

Overall, state budget revenues reached 1558 billion at the end of April, while total expenditures from internal resources, "assessed on the basis of the ordered credits, reached 1103.2 billion CFA francs, representing an execution rate of 35.5% of the credits opened," the minister told the deputies.

"This level of expenditure allocation significantly lower than the revenue raised reflects a deliberately prudent and rigorous management which is part of the ongoing oil shock linked to geopolitical tensions in the Middle East," he explained.

Sheikh Diba reports that these tensions generate high uncertainty on the evolution of hydrocarbon prices and consequently on the trajectory of oil revenues and subsidy costs to the energy sector.

1- les dépenses totales du budget général se sont établies à 1482,7 milliards de FCFA Qu'en est-il des données de l'année dernière concernant le même poste ? Pourquoi cette omission ?

En résumé, l'Etat a collecté, en moyenne 389 milliards par mois de janvier à avril. Pour atteindre son objectif de 5932 milliards, il faut collecter 546 milliards par mois de mai à décembre ce qui est impossible. La raison est simple : les chiffres du Pres n'étaient pas du tout réaliste et le budget a été planifié sur du faux. Ajouter à cela la stagnation économique qui s'aggrave à la fois par le contexte mondial et le manque de vision du régime.
