Situation du Sénégal : Le FMI liste des points positif, mais signale des risques élevés
Senegal has been experiencing a difficult budgetary period since the outbreak of the so-called hidden debt scandal. Last week, the International Monetary Fund (IMF) conducted a mission to the country. At the conclusion of the mission, Mercedes Vera Martin, the head of the mission, stated that the Senegalese economy has demonstrated resilience, "even though it is facing a challenging economic situation in a demanding global context."

She noted that real GDP growth in Senegal reached 6.7% in 2025, driven by strong expansion in the hydrocarbons sector. Furthermore, the current account deficit narrowed significantly in 2025 due to oil exports and reduced imports. The overall budget deficit also decreased sharply, from 13.4% of GDP in 2024 to 6.4% of GDP in 2025, a reduction primarily attributable to spending rationalization.
High short-term risks
However, the mission chief emphasizes that "fiscal vulnerabilities related to debt remain high." She even indicates that the short-term outlook "is subject to high risks." Already, the rise in global oil prices since the start of the war in the Middle East is expected to put additional pressure on Senegal's public finances this year. This is due to the "budgetary cost of untargeted subsidies," the Fund states.
Funding pressures
"In a context of high debt-related vulnerabilities, increased global uncertainty and tighter financial conditions could further exacerbate financing pressures," added Mercedes Vera Martin in the official statement that marked the end of their mission to Senegal.
Discussions with the authorities
These different aspects were predominant in the discussions with the Senegalese authorities. "The discussions focused on assessing the impact of the war in the Middle East on the Senegalese economy and public finances; examining the financing needs and conditions for the rest of the year and designing reforms aimed at stimulating growth, strengthening social safety nets and consolidating governance," she said.
