Vision 2050 : le Trésor public accélère sa modernisation

Gathered in Saly as part of their scientific retreat, the members of the Association of Treasury Inspectors of Senegal (AITS) devoted their work to a reflection on the strategic role that the Treasury Administration must play in the implementation of Senegal's Vision 2050, launched by the President of the Republic. According to Amadou Tidiane Gaye, Director of Public Accounting and the Treasury, the theme chosen by the AITS invites each Treasury executive to contribute, at their level of responsibility, to the achievement of the budgetary, financial, accounting and technological performance objectives set for the DGCPT. He emphasized that Senegal faces major challenges: population growth, rapid urbanization, impacts of climate change, which require a profound transformation of the development model. Vision 2050 constitutes the strategic response to these challenges and the Treasury must fully commit to it, in particular through: optimal mobilization of resources, optimization of public spending, strengthening of transparency and accountability, and rigorous support of structuring projects.

Reforms to modernize the Treasury are underway

He particularly emphasized modernization and digitalization, essential levers for bringing the administration closer to users and reducing costs and processing times. Digital solutions already launched, such as SnTrésor and ComCom, are concrete examples of this, making it possible to streamline the payment of services and revenues for local authorities.

The Director emphasized the importance of the PDSAT reform, which is aligned with the Ministry of Finance and Budget's sectoral policy letter. This reform is based on several areas: modernization and digitalization of procedures (SnTrésor, Jottali, Kom Kom, interoperability), continuation of budgetary and accounting reform, reorganization of structures (debt management, training, communication), reform of the remuneration system, implementation of an audit policy focused on risk management, simplification of the performance evaluation framework, and establishment of career plans.

For him, this dynamic must lead to more efficient, modern, and effective management of public finances, aligned with Vision 2050. For his part, Mamadou Diop, president of AITS, recalled that this retreat is part of the association's mission to support major state reforms. He emphasized that Vision 2050 and the economic and social recovery plan recently presented by the Prime Minister require strong involvement from the Treasury. "We must ask ourselves what the State expects from the DGCPT and how we will organize ourselves to achieve the set objectives," he said.
