Education: SADEF files a strike notice and demands urgent reforms in the education sector

Éducation : Le SADEF dépose un préavis de grève et exige des réformes urgentes dans le secteur de l’éducation

The Autonomous Union for the Development of Education and Training (SADEF) has officially filed a strike notice covering the period from January 2 to December 31, 2026, in accordance with the legal and regulatory provisions in force in Senegal.

In a letter addressed to the Minister of Public Service, Labour and Public Service Reform, SADEF justifies this decision by the persistence of numerous demands that have remained unanswered, despite multiple appeals to the competent authorities.

Long-standing demands considered a priority

The union demands above all the opening of serious and inclusive discussions around several points which it considers essential for the improvement of the living and working conditions of teachers.

Among the main demands are the publication and effective implementation of decrees no. 74-347 of April 12, 1974, and no. 2006-392 of April 27, 2006, concerning the regularization of the status of decision-making teachers. SADEF also calls for raising the retirement age for teachers to 65, as well as extending budget allocations to decision-making teachers who have retired.

The union is also calling for a significant review and increase in the pensions of retired teachers, while demanding the full settlement of outstanding arrears, particularly those related to integration, advancement and validation.

Permanent employment, recruitment and administrative burdens

SADEF denounces the persistent delays in the publication of final admission decrees (CEAP/CAP), tenure orders, and promotions. It also advocates for a substantial recruitment of teachers, with priority given to community volunteers and multi-skilled facilitators with extensive volunteer experience.

Administrative burdens, deemed excessive, are also at the heart of the union's concerns, which demands their elimination in order to guarantee more efficient management of the education system.

Taxation, allowances and working conditions

Another sensitive issue is the tax burden on teachers' salaries and back pay, which SADEF considers excessive. The union is demanding an end to these deductions, which it deems punitive.

He also calls for the introduction of a special remoteness allowance for teachers assigned to remote areas, as well as a specific allowance for those serving in Franco-Arab Schools (EFA).

In terms of infrastructure, SADEF demands the complete eradication of temporary shelters, sufficient equipment in terms of desks and benches, as well as the restoration of budgets allocated to schools.

Teacher Housing and Continuing Education

The union also advocates for the allocation of residential plots to teachers, arguing that housing remains a key factor in social and professional stability. Finally, it calls for regular, ongoing professional development leading to qualifications, in order to strengthen the quality of education in Senegal.

A strong signal sent to the government

With this strike notice extending throughout 2026, SADEF intends to send a strong signal to government authorities and invites the State to prioritize social dialogue to avoid a lasting paralysis of the education system.

    Merde avec vos revendications. Ya des solutions, il faut les proposer au lieu de revendiquer rek. Il faut savoir se gener parfois. Geume yalla kham nei salaire ak indemnité ak pension yoroul keine !! Yalla rek mofi neik. C'est ces genres de revendications mesquine qui font que personne ne nous respecte. On a les meilleurs indices salariaux comparer au autres corps de la fonction publique. Nous sommes deja mieux payés que certains médecins , nous dépassons les gendarme, les policiers, les militaires, les infirmiers et sages femmes. Mais cest nos habitudes de pingre avare avec parfois un port vestimentaire miserabiliste doublé de revendications pécuniaires interminable qui font que les gens ne nous respectent pas.

    Dans un pays constitue d une écrasante majorité de jeunes ces Enseignants veulent travailler jusqu'à a 65ans,quel égoïsme.Chaque annee ils sortent de nouvelles revendications alos qu ils sont les mieux payes dans la fonction publique.Mieux payes que les policiers,les infirmiers,les agents de l agriculture,etc mais ils ne sont jamais rassassies,il ne reste qu a leur donner la totalité du budget.
