Projet Sangomar : le Forum du Justiciable dénonce l’opacité sur la part de production revenant à l’État
The 2024 report from the Extractive Industries Transparency Initiative (EITI) in Senegal highlights a major gap in the management of oil revenues from the Sangomar project. According to the document, the share of production revenue allocated to the Senegalese state in cash has not been recorded in any official declaration, raising serious concerns among the public and civil society.
Neither the declaration forms of PETROSEN and the operator Woodside, nor those of the Directorate General of Public Accounting and the Treasury, nor the State's budget execution reports, make any mention of these strategic financial resources. This lack of traceability raises questions about the mechanisms for collecting, declaring, and allocating revenues from the exploitation of Senegal's first oil field.
Faced with this worrying situation, the Forum of the Justiciable has taken a stand. The civil society organization denounces what it calls an "unacceptable fog" and directly calls upon the President of the Republic and the Prime Minister. For the Forum, this lack of transparency is in complete contradiction with the public commitments of the new authorities, based on the three pillars of "jub, jubal, jubanti," which advocate truth, transparency, and the rectification of governance practices.
"We refuse to allow the riches of Senegal's subsoil to be confiscated through opacity and bad governance.
Civil society and the nation's vital forces must mobilize to demand full traceability of this money. Every CFA franc generated from hydrocarbon exploitation belongs to the Senegalese people and must be traced, controlled, and used to finance education, health, infrastructure, and sustainable development," asserts the Forum of the Justiciable.

Oui Birame Souley Diop doit venir à la RTS expliquer aux Sénégalais les termes des contrats pétrolier même si c'est public. Cledor Sene a fait un très bon travail d'expliquer mais c'est dans les réseaux pour les intellectuels ; qui sont intéressé.
Avec une production de 100,000 barils, Woodside a 75%. Pour les 25% qui reste, Petrosen a seulement 18% de ces 25%... Donc moins de 5% du total. Ça va continuer until Woodside récupère son investissement + les millions de dollars emprunte par Petrosen.
