Abus de confiance sur un terrain de 80 millions F CFA : L’inspecteur des impôts et domaines, Boubacar Diallo, risque un an ferme
The legal saga surrounding tax and land inspector Boubacar Diallo continued on Monday before the Dakar court of summary jurisdiction. Charged with breach of trust involving land valued at 80 million CFA francs, the civil servant was brought before the court by Fatou Guèye, a widow who accuses him of having swindled her.
The case is not new. Already mentioned in April, it had earned the accused provisional release confirmed by the indictment chamber, despite the appeal by the prosecution.
It all started in 2017. Faced with financial difficulties, Fatou Guèye decided to sell the 2-hectare plot of land she had inherited from her late husband. She turned to Boubacar Diallo, a land inspector she knew well. The official assured her he could find a buyer for 80 million CFA francs. Convinced, she handed over all the documents.
A few weeks later, Diallo returned with bad news, claiming that the potential buyers, the UCAD administrative staff housing cooperative, were only offering 40 million CFA francs. Trusting him, the woman accepted. Diallo even paid her the promised 40 million CFA francs the very next day.
But years later, the truth comes out. After checking with the cooperative, the plaintiff discovers that her land was indeed bought for 80 million CFA francs, paid in full to Boubacar Diallo's intermediary, a certain Moussa Diop.
Before investigators, the cooperative's president, Babacar Touré, confirmed that the actual price was indeed 80 million CFA francs. The money was handed over personally to Boubacar Diallo at his former offices near Dakar City Hall. The deed of sale was drawn up by Moussa Diop, according to Diallo's instructions. The cooperative's treasurer, Abdou Aziz Bodian, stated that he was present when the funds were handed over and that Diallo had even given him and Touré 100,000 CFA francs.
The intermediary, Moussa Diop, admits to having represented Boubacar Diallo and claims that the land, actually 4 hectares, had been negotiated at 40 million per hectare. He recounts that Diallo only paid 40 million to the owner before attempting a second fraudulent maneuver, which ultimately raised the alarm.
Before the judges, Boubacar Diallo denies everything.
In court, the inspector categorically denied the allegations. The plaintiff's lawyer, Maite Sayba Danfakha, is demanding 80 million CFA francs in damages. He asserts that Diallo had been authorized to sell the land at the agreed price. However, the plaintiff did not produce any document in court to substantiate this authorization.
The public prosecutor requested a one-year prison sentence with immediate detention. The defense, represented by lawyers Abdou Dieng and Abdy Nar Ndiaye, requested an outright acquittal, citing the statute of limitations. According to them, the events date back to 2017, well beyond the applicable time limit. The plaintiff countered that she only discovered the scheme in 2025.

ya qques. annes j'ai rencontré a paris un inspecteur des Impots du meme nom Boubacar Diallo, il m'avait meme remis sa carte de visite. Et me disait avoir un appartement dans un bon quartier de Paris, en tant qu'inspecteur des impots du Senegal, ce que moi qui habite Paris depuis plus de 25 ans ne peux pas avoir avec un salaire superieur au tien.. C'est ca le Senegal. Que nous nous sauvons nous memes, sans y metter Dieu dans la sauce.. sinon c'est foutu à jamais ...

C’est Guinéen qui a filouté pour intégrer les impôts et domaines après un passage à l’ENA . Normalement il ne devait même pas travailler dans les institutions Sénégalaises .

Moi aussi un oumar diallo des impôts domaines m avait escroqué en 2007. 10 millions cfa perdu. Je ne sais pas si son entreprise existe toujours Senetours. Depuis lors j ai acheté ma maison au US et a décidé de plus investir un centime au Sénégal.
Il faut criminaliser l'escroquerie foncière comme les acheteurs seront un peu sécurisés. 10 ans de prison au minimum
