« Résidences Solidaires » : la CDC lance un projet innovant de plus de 200 logements modernes à Yoff
The Caisse des Dépôts et Consignations (CDC) of Senegal, through its subsidiary CDC HABITAT SA, has taken a new step in its real estate development strategy by launching its new real estate program, "Résidences Solidaires," on Tuesday, May 19, 2026. This innovative project aims to address the housing shortage in Senegal by offering modern, affordable housing adapted to the needs of the Senegalese middle class.
Located on the strategic site of the former Léopold Sédar Senghor airport in Yoff, the project aims to democratize access to quality housing in a premium urban area, thanks to a controlled and sustainable economic model.
The real estate development, based on several principles (affordability, optimized space, architectural quality, security, integrated services, and a modern living environment), comprises four modern residences named AERO, AQUA, IGNIS, and TERRA. In total, more than 200 modern apartments, ranging from one-bedroom units to premium duplexes, are planned in an area considered one of the most desirable in the capital. The development also offers purchase options with a 20% down payment, bank financing over 15 years, and an indicative interest rate of 8%.
The ceremony was held in the presence of the Secretary of State for Housing, Momar Talla Ndao, who praised the initiative as "extremely important" in addressing the high demand for housing in Senegal. "What the CDC has done today is a response to this demand, because it helps households access housing. When we talk about social housing, it allows for building upwards and renovating Dakar's urban landscape," he stated.
According to him, the "Solidarity Residences" program is part of an urban modernization strategy, particularly in Dakar, where high-rise construction appears to be a strategic solution to land pressure. Momar Talla Ndao also emphasized the need for collective action on the housing issue, calling on local authorities, private developers, cooperatives, and financial institutions to work together to accelerate housing production starting in 2026-2027.
He also highlighted the rent-to-own model as a lever for accessibility for low-income households. "To reach the most vulnerable segments of the population, we must develop rent-to-own. This guarantees better access to housing," he explained.
On the issue of financing, the Secretary of State advocated for prioritizing the mobilization of national resources, while relying on local funding. "I believe there are enough actors we can count on to structure and finance projects without depending on foreign funding. The CDC, IPRES, and local banks have the necessary resources to sustainably support social housing financing in Senegal," insisted Momar Talla Ndao.
For his part, the CEO of the CDC, Fadilou Keïta, explained that the project is based on internal cooperation within the CDC. The Caisse des Dépôts et Consignations (CDC) provided the land so that its housing subsidiary could carry out the construction of the housing units. He explained that the CDC eliminated the markup typically applied in real estate projects in order to reduce housing costs and make them more affordable. "The Senegalese population will now be able to access housing located in highly sought-after areas, particularly on the site of the former Léopold Sédar Senghor airport, where land is usually sold at very high prices," he stated.
The CEO of the CDC also emphasized that the project contributes to strengthening social diversity and promoting controlled urban development. According to him, the buildings will comply with urban planning and construction standards, with particular attention paid to green spaces, community facilities, and connectivity.
He also indicated that "Les Résidences Solidaires" are directly part of the national transformation agenda, where access to housing is identified as a strategic priority.
