Hydrocarbures : Les réserves d'Adama Gaye sur la stratégie de souveraineté d'Ousmane Sonko
Prime Minister Ousmane Sonko announced last Thursday that a new license for the Kayar gas block will be granted exclusively to PETROSEN for the exploitation of Yakaar-Teranga. Adama Gaye, a guest on the *Grand Jury* program this Sunday, April 26, 2026, described it as a "sovereign decision." Recalling that the history of hydrocarbons is marked by nationalizations and subsequent recaptures by states, the journalist believes that "it's not a bad thing" that Senegal is seeking to "regain control over its resources," seeing it as "an assertion of sovereignty."
However, the consultant raises some questions about the ability of the State of Senegal to implement this sovereignty policy, judging the initial conditions for resource exploitation to be "quite dubious".
Discussing Petrosen's role, while acknowledging the existence of national expertise in the sector, Adama Gaye described it as a "bold gamble." He expressed reservations about financing such a strategy, particularly through public savings. "There are significant risks of money laundering and corruption," he warned.
In this regard, Mr. Gaye recommends a cautious approach, based on partnerships and better structuring. "We need to be more serene, more composed, and not rush into things," he insisted.
