“Bring your friend”: a bonus for every Russian soldier sent to Ukraine

Finding men for war has become a lucrative business in Russia. Thanks to a system of local bonuses and generous commissions, a parallel recruitment market has developed, supported by the authorities.

“No fighting,” “second line,” “credits erased”: slogans are flourishing on Telegram channels, the Russian classifieds site Avito, and VKontakte groups. By 2025, Russian soldiers will no longer necessarily have to go through military commissariats to sign a contract with the Russian Ministry of Defense.

Now, as several independent Russian media outlets have revealed, the easiest way is to go through a recruiter who receives a bonus for each soldier delivered, often paid by local authorities. The system, explains VotTak, a Russian-language independent media outlet affiliated with the Belarusian channel Belsat, functions like a “referral program”: “Bring a friend, get your bonus.”

In at least 21 regions, local authorities offer a bonus, sometimes substantial, for each volunteer brought to the recruitment center. In Pelym, a small town in the Urals, the municipality pays the recruiter 500,000 rubles (approximately €5,500), in addition to 50,000 rubles from the regional budget. The record goes to the Ryazan region in western Russia, where, according to an official decree cited by VotTak, 574,713 rubles (over €6,000) are promised for every foreign volunteer recruited from outside the post-Soviet space.
