In his recently published book "Africa at the Heart," presented as an intimate and political account, former President Macky Sall lifts the veil on the behind-the-scenes workings of Senegalese diplomacy. Far from "official communiqués" and "formatted speeches," he shares on H5 Motivation his one-on-one encounters with world leaders and the way Dakar has found its place in a changing international environment.

Say no to Barack Obama

One of the most notable passages concerns his exchange with former US President Barack Obama, who was seeking support to strengthen NATO. Macky Sall claims to have politely declined, in keeping with Senegal's tradition of non-alignment. According to him, "Senegal must remain faithful to its tradition of non-alignment," while remaining a privileged partner of the West, but with "freedom of tone and strategic choices."

The secret interview with Vladimir Putin

Another notable episode was his meeting with Vladimir Putin, in the tense context of the war in Ukraine. Macky Sall recounts having held discreet discussions to defend the interests of Africa, impacted by the surge in wheat and energy prices. This exchange, which he describes as "frank and pragmatic," aimed to maintain dialogue despite international pressure.

Through these confidences, Macky Sall sets out his vision of a Senegal "small in size but great in its diplomacy." He attributes Dakar's credibility to its ability to engage with everyone and defend African interests without aligning itself with any bloc. His term as head of the African Union (2022-2023) has reinforced this role, particularly in discussions on climate, food security, and global governance.

Beyond the major powers, Macky Sall emphasizes the importance of local diplomacy with African neighbors and the defense of universal principles such as peace, justice, and solidarity. According to him, it is this approach that has allowed Senegal to be often chosen as a mediator in regional crises.
