President Bassirou Diomaye Faye addressed the press on Saturday evening regarding the "twists and turns" surrounding his predecessor Macky Sall's candidacy for a high-level position within the United Nations (UN). On this sensitive matter, the head of state adopted a firm stance, combining a demand for institutional respect with a categorical rejection of any external pressure. According to his statements, he did not receive information about this international ambition through official Senegalese government channels. "I learned of it from other heads of state, up to three presidents," he confided regretfully.
Even more surprisingly, an emissary from Central Africa was reportedly dispatched to discuss the matter with him, a move the Senegalese president considers contrary to basic diplomatic protocol. "I told him that this is not protocol," he insisted. For Bassirou Diomaye Faye, the principle is clear: any Senegalese citizen aspiring to an international position of this magnitude must inform the national authorities beforehand, starting with the head of state. To illustrate his understanding of state support, he cites the example of Amadou Hott, a candidate for the presidency of the African Development Bank (AfDB). In that specific case, the state allocated a budget and supported the campaign without regard to political affiliation, because the process had been carried out according to the rules.
"It's a matter of respect."
Conversely, in Macky Sall's case, the president says he was presented with a fait accompli. This situation was all the more delicate given that some foreign leaders allegedly tried to influence his decision. "Some presidents tried to pressure me, but I said no. It's a matter of respect," he asserts. Despite this firm stance, Bassirou Diomaye Faye was careful to qualify his statement by recalling the gestures of courtesy observed during the transfer of power, even mentioning a logistical request from his predecessor to which he had responded favorably. "If he had taken the same approach for his candidacy, perhaps the state would have supported him," he suggests.
The head of state also indicated that he had learned other nations, notably Burundi, were also supporting a candidate for the same position. While specifying that he respected the sovereignty of all countries, he did not take a position on the final outcome of the support process. Beyond the individual case of the former president, this presidential statement acutely raises the question of the state's role in supporting Senegalese professionals abroad and the imperative of respecting diplomatic hierarchy, regardless of the stature of the individual in question.
