107 plaintes et 147 réquisitions : La nouvelle équipe de l'OFNAC passe à la vitesse supérieure
Invited to the program Point de vue broadcast on RTS, the president of the National Office for the Fight against Fraud and Corruption (OFNAC), Magistrate Moustapha Ka, gave a first comprehensive assessment of the institution since the installation of the new team at the end of December 2025. Between the notable improvement in Senegal's international score and the explosion in the number of cases referred to him, the president welcomed a real "new dynamic".
Senegal is showing an upward trend in the Corruption Perceptions Index (CPI), rising from 43 points in 2023 to 46 points in 2025. While this three-point increase is described as a "record" by Moustapha Ka, he noted that the country still needs to cross the symbolic 50-point threshold to definitively exit the "red zone." Currently, Senegal ranks 62nd out of 182 countries globally and remains behind African nations such as Seychelles, Cape Verde, Botswana, and Rwanda.
The change in approach is radical. Moustapha Ka revealed that OFNAC has initiated two self-referral procedures since December 29, 2025. He emphasized that what the institution had accomplished in twelve years has been achieved in less than a year by the new team. These cases concern critical sectors of the public administration, particularly health and the media. The magistrate clarified, however, that self-referral must remain a rigorous tool, based strictly on credible and verifiable information.
Public confidence appears to be returning, with 107 complaints and reports received in six months. According to the president of OFNAC (National Office for the Fight Against Fraud and Corruption), this surge is a direct result of the post-2024 reforms, including strengthening the Office's powers and protecting whistleblowers. Regarding the handling of these cases, 27 investigations have been officially opened, and two final reports have already been submitted to the judicial authorities. Conversely, 33 complaints were dismissed because they fell outside the institution's specific jurisdiction.
On the ground, investigators are maintaining a high level of activity, having interviewed 189 people from all social and administrative backgrounds. Simultaneously, the OFNAC (National Office for the Fight Against Fraud and Corruption) has issued 147 requests to banks, land registry offices, and transportation authorities to track suspicious financial transactions and ill-gotten gains. The president emphasized that refusing to cooperate constitutes an offense, warning reluctant agencies that they risk prosecution.
The Office is keeping a close eye on several areas deemed high-risk, including land, housing, health, and social services. The transportation sector is also monitored, particularly for extortion during roadside checks, as are diplomatic missions abroad. In conclusion, Moustapha Ka emphasized the rigorous process for validating reports by the twelve independent members of the OFNAC Assembly, stating that the ultimate proof of its effectiveness will lie in the legal action taken in these cases.
