Affaire Amy Samaké : Me Moussa Bocar Thiam sur toutes les lèvres
The Senegal Connect Park (formerly the Diamniadio Digital Technology Park) case could lead to the summons of Macky Sall's last Minister of Communications, Telecommunications, and the Digital Economy, Moussa Bocar Thiam, to court. As head of the supervisory authority at the time of the events, he is believed to have played an active role in the awarding and financial transactions relating to the development contract for the site that would house the infrastructure. Currently abroad, his name has indeed come up repeatedly during hearings conducted by the Colobane Research Section pursuant to the judicial investigation opened by the judge of the third financial cabinet, on the orders of the financial prosecutor's office.
Six defendants have been identified in this case. They are being prosecuted for embezzlement of public funds, complicity in this charge, and money laundering. In its introductory indictment, the prosecution requested a detention order for everyone except the current DAGE of the ministry, Hélène Ndoukite Helndou Diouf, who has held the position since Moussa Bocar Thiam's term.
In front of investigators, L'Observateur whispers, the latter declared that she had acted in this affair on "direct orders" from her minister, at the time Me Thiam. Former general manager of Senegal Connect Park, Bassirou Abdoul Bâ, summoned by investigators, made the same claim.
Citing "sources close to the case," the Future Media Group newspaper reports that Bâ, who went from being a simple witness to a suspect in the eyes of investigators, had initially "refused to use funds intended for another project to honor the contract" in question. "It was only after insistence from his supervisory minister, Moussa Bocar Thiam, and especially after giving him a written note, that he finally agreed to make out and deliver the checks to Amy Samaké's company," reports L'Observateur.
The same source continued: "The documents attesting to this discharge appear in the file, a detail which would undoubtedly explain why the former general manager was not placed in police custody, but summoned and then directly brought before the court."
Furthermore, the daily newspaper reports, "the Administrative and Financial Manager (RAF) of the PNT [Digital Technology Park, now Senegal Connect Park] was also arrested [and] his statement matches that of the former DG point by point."
The development of the site to house the PNT was expected to cost 2 billion CFA francs. The contract was awarded to Amy Samaké, former general manager of the Case des Tout-Petits. She was reportedly paid before performing the service. Worse, the actual work reportedly only accounted for a quarter of the budget. Hence, strong suspicions of overbilling.
To avoid being placed under arrest warrant, as required by the financial prosecutor's office, Amy Samaké would be willing to post bail, reports Libération.
