Affaire Moussa Bocar Thiam : Orabank et une mystérieuse entrepreneure face aux juges de la Haute Cour

Despite the non-appearance of former minister Moussa Bocar Thiam, the investigation into the Senegal Digital Technology Park (PTN) is progressing rapidly before the High Court of Justice. The investigating committee, chaired by Abdoulaye Ba and composed of four other magistrates, is continuing its inquiries. Amid suspicions of contracts awarded without competitive bidding and controversial disbursements of over 2 billion CFA francs, new key players, including banking officials and a businesswoman, have been questioned.

According to Seneweb, it was Orabank officials who were questioned last Monday. The Moroccan partners had, in fact, transferred the project's funding to this bank.

According to our sources, Ms. Aminata Samaké, owner of the companies Romou SASU and Sortracorp SAS, was questioned yesterday, Wednesday.

Evidence from the case file reveals that Mr. Moussa Bocar Thiam contacted her directly, without a call for tenders, to award her the roadworks contract. An amount exceeding 2 billion FCFA was thus paid, while Ageroute's estimates were around 800 million FCFA. Furthermore, on the minister's instructions, the former Director of Public Works (DAGE) handed the check to a courier who then gave it to the contractor, Aminata Samaké. Subsequently, her courier was also questioned by the investigating committee.

Several questions remain unanswered in this case. How were the funds disbursed? Who actually endorsed the check? These are all questions the investigating committee is trying to answer, which explains, in particular, the hearing yesterday, Wednesday, of the PTN's financial manager.

As a reminder, President Ba and his team had questioned, on April 8, the former director of General Administration and Equipment (DAGE) of the ministry as well as the director of the PTN.

According to our information, officials from a local bank will be summoned by the investigating committee.
