Bras de fer fiscal sur 41 milliards entre Woodside et Sénégal : les derniers développent au Tribunal arbitral
In its tax dispute with the State of Senegal, Woodside filed a claim with the World Bank's International Centre for Settlement of Investment Disputes (ICSID) on May 30, 2025. This followed its initial complaint to the Dakar Court. Since then, the proceedings have progressed significantly at the arbitration level.
Indeed, as of January 9, 2026, the Tribunal has been constituted, in accordance with Article 37(2)(a) of the ICSID Convention. Dyalá Jiménez Figueres, a Costa Rican national, was appointed President by her co-arbitrators, in accordance with the agreement of the parties. She accepted this appointment, according to ICSID.
On Woodside's side, Philippe Pinsolle has been appointed arbitrator. A partner at Quinn Emanuel Urquhart & Sullivan LLP, he is responsible for international arbitration in continental Europe. Mr. Pinsolle has acted as counsel in over 300 international arbitrations, particularly in the oil and gas sectors.
For its part, the State of Senegal, represented by the State Judicial Agent (AJE), appointed Attila Tanzi as arbitrator. He holds a doctorate in law, is a professor of international law at the University of Bologna, a member of the Permanent Court of Arbitration, and a member of the Supervisory Board of the Tashkent International Arbitration Centre, among other positions.
So, things are becoming clearer. The two parties should soon move to the decisive stage that will resolve the dispute between the oil company and the State of Senegal.
Indeed, since the arrival of the current regime, Woodside, the operator of the Sangomar oil field in Senegal, has been hit with a tax reassessment amounting to around 41 billion CFA francs. The company disputes this amount, arguing that a significant portion of what the Senegalese tax authorities are demanding "concerns the application of an exemption that was in effect during the project's development phase."

Non seulement elle respecte scrupuleusement les accords signés avec l’État concernant le partage des ressources, mais elle a également fait preuve d’une grande flexibilité en acceptant de céder de nombreux avantages au profit du Sénégal, alors qu’elle n’y était nullement obligée au regard du contrat qui les lie.
Malgré cela, nos dirigeants semblent manquer de vision et paraissent obsédés par la volonté d’entrer coûte que coûte en conflit avec cette entreprise. Il s’agit là d’une très mauvaise décision de la part de l’État du Sénégal, qui risque de pousser un excellent partenaire vers une position de radicalisation.
En matière de business, il est essentiel de savoir négocier intelligemment et d’éviter les conflits inutiles, surtout lorsqu’il s’agit d’un partenaire sérieux capable d’apporter, sur le long terme, d’importantes ressources et de réels bénéfices au pays.

Et le régime mafieux de Macky a accordé bcp de cadeaux fiscaux à plusieurs entreprises nationales et étrangères anormalement. Même certains ministres comme ceux des finances accordaient des cadeaux fiscaux sous simple signature.
Alors la question est de savoir pourquoi tous ces cadeaux fiscaux ? Ont ils été accordés en échange de quelques choses ? Très probablement oui car les libéraux alternoceurs étaient de grands voleurs et le gouvernement actuel a bien raison de tout revoir n’en déplaisent aux hypocrites.
Certains Sénégalais sont paresseux ! Ils jugent sans connaître des faits.
En plus ne sont même pas outillés pour préjuger.

« mairdeux » de mafiosi qui nous a foutu dans la «mairde » et pillé tous nos deniers publics. Nous ne sommes pas amnésiques au point d’oublier sa gestion catastrophique, ses cadeaux fiscaux à ses amis et proches et son bradage de nos ressources aux étrangers. Rien que le dossier Petroteam suffit pour le traduire devant la justice pour haute trahison et lui coller une peine à perpétuer, sans parler des centaines de jeunes que son régime à massacrer. Oui nous avons la haine de ce tyran qui a fui au lieu de se défendre et tôt ou tard ce lâche tap*tte rendra compte.
