CONTENTIEUX : Le nombre impressionnant de plaintes rédigées par jour à Thiès
Sitting before the Thiès High Court is the elderly Isidore Ndione. Surrounded by plaintiffs who have come to hire his services, he sits in his chair. A retired administrative officer, Isidore is a complaint drafter, a profession he has practiced for many years.
On the morning of Wednesday, November 5th, he was constantly receiving complaints. Seated on a bench, they came one by one, each with their own concerns. Old man Isidore receives several complaints a day. "It would be difficult to give the exact number of complaints I write each day. In any case, I receive a lot of complaints. Sometimes, I can write up to 10 complaints a day. I earn 500 CFA francs per complaint," revealed Mr. Ndione.
A few steps away sits another writer named Maguèye Mbaye. This elderly man is a former police officer. For about ten years, he has been drafting complaints for complainants. The setting is the same as his. Since this morning, old Mbaye hasn't put down his pen. Complainants keep praising his services. By his own estimation, he can draft up to 20 or 30 complaints a day.
Maguèye Mbaye indicated that most of the complaints they draft concern divorce cases, intentional assault and battery, violence and battery, theft, assault, fraud, breach of trust and land disputes.
On the other side of the courthouse, another drafter is receiving complaints. Speaking on condition of anonymity, he said: "I'm not here all the time. I have a job and I use my free time to draft complaints. I sometimes produce up to five complaints a day."
His neighbor also preferred to keep his identity secret. This writer also has no shortage of clients. And according to his estimates, he can draft up to 10 to 15 complaints per day.
In Thiès, the number of complaints filed daily with the police and gendarmerie is worrying and raises questions about the values that determine Senegalese society.
