Justice pénale et intelligence artificielle : Le magistrat Souleymane Teliko appelle à une adaptation face aux mutations de la criminalité
At an international conference organised by the Judicial Training Centre (CFJ), on the theme "Criminal justice facing the new challenges of delinquency and artificial intelligence: between innovations and respect for fundamental rights", its director, Souleymane Teliko, drew up an assessment of the upheavals facing the judicial system.
According to him, justice is currently facing a "double revolution". The first concerns the profound transformation of crime, now characterized by the sophistication of financial circuits, the dematerialization of offenses and the rise of new forms of delinquency, particularly in cyberspace.
“Today’s criminals often operate without borders, from a screen and thousands of kilometers away from their victims,” he emphasized. He stressed the transnational and sometimes elusive nature of these new threats.
In this context, the legal and procedural tools inherited from another era appear, according to him, "outdated" or at the very least limited in the face of these constantly evolving realities.
Added to this transformation of crime is that of digital technology and artificial intelligence, which is disrupting both lifestyles and professional practices within the justice system.
Faced with these challenges, Souleymane Teliko called for deep reflection and pragmatic adaptation. In this context, he noted that Senegal has already undertaken significant reforms aimed at strengthening the effectiveness of the criminal justice response, particularly in the fight against economic and financial crime. This commitment, he said, exemplifies the choice of "reason and clear thinking" in the face of contemporary challenges.
