Scandale au Tribunal de Dakar : près de 5 000 dossiers judiciaires extraits frauduleusement
The Dakar court's case management office is currently embroiled in a scandal involving the mass extraction of confidential judicial data. According to revelations by Libération, the investigation, conducted by the General Affairs Brigade (BAG) of the Criminal Investigation Division (DIC), led to the arrest of three individuals: P. Sakho, an IT consultant; M. Ka, a senior prison guard; and I. Coulibaly, an IT specialist in the court's debt collection office.
Brought before the prosecutor's office on Monday, they are being prosecuted for "undermining the administration of justice" after the discovery of "4,792 sensitive files" illegally stored on Sakho's personal computer.
The case began unexpectedly with a report filed by Ka against Sakho. As reported by the newspaper, the prison guard claims he granted Ka access to the office under the pretext of developing, on a voluntary basis, digitization software to modernize a previously "essentially manual" registration system. However, the consultant allegedly exceeded his authority considerably. Taking advantage of his repeated access to the courthouse, he reportedly managed to extract a database covering more than five years of judicial activity, from December 1, 2020, to April 10, 2026. The examination of Sakho's laptop revealed highly sensitive information, including "the identities of individuals involved, offenses, arrest warrants, and court decisions."
During his hearing, the accused admitted to having "accessed the court registration records and manipulated judicial data," while claiming to have acted with the complicity of certain court officials. He specifically named Coulibaly as a facilitator. Quoted by the same source, Coulibaly, who had been in his position since June 2025, admitted to having "committed a fault by transmitting this data to an unauthorized third party," data relating to hearings in 2025. He nevertheless denies being the source of all the retrieved data, maintaining that the files predating his appointment came from the registers kept in Ka's office.
The investigation is continuing to determine the extent of responsibility and any possible misuse of this data, while Sakho has admitted to being "aware of the sensitive nature of the data concerned".
