Thiès : Cadior Glace sommé de libérer le terre-plein de la Promenade des Thiessois
The dispute between the Thiès city council and the Cadior Glace restaurant and ice cream parlor is far from resolved. Since taking office in 2022, Mayor Babacar Diop has launched an operation aimed at reclaiming public spaces occupied by private entities, such as the space that previously housed Mickey Land.
These actions had already sparked controversy within the city, but the mayor remains determined to make the space occupied by Cadior Glace accessible to the people of Thiès.
On Tuesday, March 3, the town hall sent a summons to the owner of Cadior Glace, Serigne Abdoulaye Mbow.
"By a letter dated June 1, 2023, the town hall notified you of the expiration of the public domain occupancy contract no. 0206V.TH/M/SG/DGST/DUA. By a letter dated July 14, 2023, your request for a delay relating to the dismantling of your equipment was granted," the document reads.
The city hall clarifies that the contract between Cadior Glace and the City of Thiès is no longer in effect. Despite this, the ice cream parlor and restaurant continues to occupy the central median of the Promenade des Thiessois esplanade without any legal right or permit.
“Public property, which is inalienable and exclusively dedicated to the general interest, cannot be subject to unauthorized occupation. Furthermore, as part of the preparations for Independence Day, scheduled for April 4, 2026, the City has undertaken priority works to develop and beautify the Promenade and its surroundings. Their timely completion is imperative, and your continued presence on the premises jeopardizes their execution,” the town hall states.
Consequently, Serigne Abdoulaye Mbow is formally ordered to vacate the premises within eight days of receiving this notification. Failing this, the City reserves the right to initiate all necessary legal proceedings, including eviction with the assistance of law enforcement, at its own expense, risk, and peril.
