The National Assembly is examining this Tuesday, March 3, in plenary session, the bill to create the National Media Regulation Committee (CNRM).
Beyond the establishment of a new body, what is at stake is a profound reform of the media sector's regulatory framework. The project is taking place within a context of rapid transformation of the media landscape, marked by the rise of online media, the diversification of distribution channels, and the challenges posed by disinformation. The stated objective is to modernize the regulatory system to adapt it to digital realities and strengthen the credibility of information.
The future CNRM would be responsible for ensuring compliance with laws and regulations, guaranteeing freedom of the press and pluralism, while ensuring control and supervision of the various actors in the sector.
A redefined institutional architecture
The text provides for the creation of an independent administrative authority with administrative and financial autonomy. The procedures for appointing members, the specific missions, and the operational mechanisms are defined in the proposed law.
This reform aims to clarify responsibilities, avoid institutional overlaps and consolidate the legal framework for media, particularly digital media.
The project provides for financing based in particular on a budget allocation from the State, royalties and contributions from actors in the sector, other resources provided for by legislation.
Financial autonomy appears to be a determining factor in guaranteeing the effective independence of the future regulatory body.
After its review in committee, the text is now submitted to the debate of the deputies in plenary session this Tuesday.
