Tensions à la RTS : les syndicats SYNPICS et SYNPAP dénoncent une “dérive managériale” et interpellent l’État
The media appearance of Pape Alé Niang, Director General of Senegalese Radio and Television (RTS), continues to provoke strong reactions within the public broadcaster. In a joint statement released on January 2, 2026, in Dakar, SYNPICS and SYNPAP, the representative unions of RTS workers, issued a scathing indictment of the current management of the national broadcaster.
The two unions say they are reacting "with gravity and responsibility" to a statement broadcast on RTS itself, which they consider marked by "a defensive posture, threatening insinuations, and a series of falsehoods." Far from any intention of creating controversy, they assert, their objective is to "set the record straight" and alert public opinion to what they describe as a worrying managerial drift.
The company car, a "diversion"
First point of clarification: the debate surrounding the Director General's company car. According to SYNPICS and SYNPAP, this issue has never been central to their demands. They believe Mr. Niang is attempting to shift the debate to a personal and emotional level, obscuring the essential point.
The real problem, according to them, lies in the overall management of RTS's vehicle fleet. Dozens of vehicles, acquired with public funds, are currently sitting idle, without a clear purpose, exposed to the elements, and destined for advanced deterioration. This "laxity," the unions argue, reflects a lack of strategic vision and a disregard for basic rules of public asset management.
A governance deemed authoritarian and opaque
The unions then paint a bleak picture of the current governance. Since taking office, the Director General has, according to them, established a "solitary, opaque and clientelist" management style.
They specifically mention the awarding of certain public contracts under conditions deemed opaque, citing the case of the "CAN Village," which they claim was entrusted to a close associate of the Director General. Another major grievance is the conversion of the former RTS building, a symbolic location in the institution's history, into a second personal office, even though many employees reportedly lack adequate workspaces.
SYNPICS and SYNPAP also denounce the dismissal of experienced managers, respected journalists, and seasoned technicians, replaced by individuals deemed less competent but perceived as more compliant. This situation, they argue, demoralizes staff and weakens the quality of public broadcasting.
Social dialogue broken down and trade union freedoms threatened
On the social front, the unions speak of a toxic atmosphere. They accuse the Managing Director of refusing dialogue with workers' representatives, of failing to respect the commitments made in the company agreement, and of disregarding the legitimate demands of the staff.
Even more serious, the ban on unions holding a press conference at RTS premises is described as a "flagrant violation" of union freedoms guaranteed by the Constitution, the Labor Code, and international conventions. This "unprecedented" decision, they argue, reflects a desire to silence dissenting voices.
Confusion regarding the obligations of the public employer
The unions also accuse Pape Alé Niang of blurring the lines between state subsidies and the obligations arising from the company agreement. They reiterate that this agreement constitutes a binding contractual commitment for management, independent of public budgetary decisions. By challenging it, the CEO is, in their view, attempting to evade his responsibilities as an employer.
A solemn appeal to the authorities
Faced with what they consider thinly veiled threats, the unions say they are determined not to give in to intimidation or fear. They reaffirm their mission: to defend workers' rights, preserve the ethics of public journalism, and protect the future of RTS.
In their statement, SYNPICS and SYNPAP make a solemn appeal to the supervisory authorities—the President of the Republic, the Prime Minister, and the Minister of Communication—as well as to the public. "RTS is a common good, a national heritage, and not private property," they emphasize, advocating for "exemplary, transparent, and inclusive" governance.
The two unions concluded by reaffirming their commitment to social dialogue, while warning that they would never compromise on the principles of justice, merit, transparency, and respect for employees. This firm message foreshadows days of continued tension within Senegal's public broadcasting sector.
