On the occasion of Senegal's Independence Day celebrations on April 4th, the city of Thiès stands out as the beating heart of the nation, hosting the military and civilian parade. But beyond the parade and the republican symbolism, Seneweb looks back at a major figure in the national army: General Joseph Louis Tavares da Souza, whose name is now etched in the institutional memory of the Armed Forces.
Long associated with a major controversy in the late 1980s, the former Chief of the General Staff of the Armed Forces under President Abdou Diouf has undergone official rehabilitation. Accused in 1988 of attempting to foment a coup d'état in a tense political climate, he had also publicly denounced the controversial management of resources intended for soldiers, an episode that permanently tarnished his reputation. Yet, several decades later, the Senegalese army has chosen to reinstate his name in national history. On June 17, 2022, the military camp in Thiès was officially named after him, demonstrating strong institutional recognition. This strategic camp, which houses armored and commando battalions as well as military schools such as the EAA, EAI, and ENOA, thus becomes a place of remembrance as much as an operational center.
From colonial roots to national affirmation
A native of Ziguinchor, General Tavares da Souza began his military career in 1946 with the French colonial troops, serving in the Senegalese Tirailleurs regiments. His career was marked by immersion in the major conflicts of the 20th century, notably the Indochina War and the Algerian War, which forged in him a seasoned officer, imbued with discipline, rigor, and a strong sense of leadership. His peers consider his rise to be based on merit. Corporal in 1950, sergeant in 1951, warrant officer in 1956, second lieutenant and then lieutenant in 1957, major in 1970, and colonel in 1976: through these successive promotions, he actively participated in structuring the post-independence Senegalese army, contributing to building a modern, disciplined, and respected institution.
Leadership recognized by his peers
Described as a rigorous officer close to his men, he is remembered as an inspiring leader. Former Colonel Abdourahim Kébé testifies to his decisive influence, particularly on young officers. His institutional legacy is also tangible through the creation of major social structures for the military, such as the Military Construction Cooperative (COMICO) and the Armed Forces Mutual Insurance Company, which significantly improved soldiers' living conditions. A Grand Officer of the National Order of the Lion, decorated with the French Legion of Honor, and recipient of medals for the Indochina and North African campaigns, he also received honorary distinctions from several countries, including the United States, Ivory Coast, Tunisia, and Zaire—all recognitions that reflect his role in military and diplomatic cooperation.
From soldier to diplomat and politician
Having retired on June 17, 1988, he embarked on a new career in public service. Appointed Senegal's ambassador to Germany and Austria, he contributed to strengthening bilateral relations before continuing his involvement in politics as a member of the National Assembly. General Tavares da Souza also distinguished himself through his reflections on the relationship between civilian power and military authority. For him, this balance rests on a relationship of trust, truth, and order: while the military obeys civilian authority, it also remains the guarantor of the nation.
Having passed away in July 2017 and been buried in Ziguinchor, he leaves behind a lasting legacy. The naming of the military camp in Thiès after him goes beyond a simple symbolic tribute: it recognizes a career intimately linked to the building of the Senegalese army.

His life story reminds us that commitment, discipline, and loyalty to republican values are the true foundations of service to the nation.
