ARP : Le SAMES et le SUTSAS dénoncent des nominations « contestées » et interpellent le ministre de la Santé
While welcoming the appointment of the new Director General of the Senegalese Agency for Pharmaceutical Regulation (ARP), Dr. Aïssatou Sougou, the SAMES-SUTSAS ARP joint struggle nevertheless issues criticisms following the appointments of the new directors to head the Directorates of Approval and Serialization (DIHS) and Pharmaceutical Inspection, Market Surveillance and Vigilance (DISV).
Regarding the Directorate of Approvals, the coalition of activist groups believes the appointment is "particularly criticized," asserting that the designated official "is implicated in serious allegations of drug trafficking and marketing authorization fraud." They describe the decision as a "triple error (ethical, strategic, and managerial)."
Regarding the Directorate of Pharmaceutical Inspection, the unions are also contesting the profile of the new head, Serigne Omar Sarr, stating that "he is not a sworn pharmacist inspector" and "does not meet the criteria." They specify that the position requires, in particular, "a Master's degree in inspection, international regulatory expertise, leadership," as well as proven experience in the field.
In an open letter published this Thursday, March 19, the coalition of struggles "urges the Minister of Health and Public Hygiene to urgently review these appointments" in order to "guarantee the stability, credibility, and transparency of the Assembly of the Representatives of the People (ARP)." It warns of "the risks of discrediting and demoralizing staff" if the requirements of competence and integrity are not met.
The unions are also calling for a review of recent decisions and for "the opening of a dialogue with stakeholders to guarantee the health of the population."
Finally, they reiterate that they do not recognize "any backdated memos or memos issued after March 18, 2026," the date of the outgoing director general's departure. According to them, "such practices perpetuate unacceptable administrative insecurity" and "further weaken an institution that many already consider to be on its last legs after what they deem to be mismanagement."
