Opened on November 4, 2025, under the chairmanship of the Minister of Health and Public Hygiene, Dr. Ibrahima Sy, the high-level meeting on sustainable health financing in Francophone Africa ended this Friday, November 7 in Dakar, after three days of intense discussions.

Organized jointly by the Government of Senegal and the Global Fund to Fight AIDS, Tuberculosis and Malaria, this meeting is part of the strategic cooperation between the two partners. The closing ceremony was chaired by Serigne Mbaye, Secretary General of the Ministry of Health. Fourteen French-speaking countries participated to share their experiences, challenges, and strategies aimed at strengthening the sustainability of health system financing.

Serigne Mbaye welcomed the honor bestowed upon Senegal by co-organizing this large-scale meeting, emphasizing the importance of aligning funding with national public finance management and control systems.

This alignment, he said, will strengthen transparency, ensure effective traceability of funds and guarantee increased accountability.

The Secretary General of the Ministry of Health also emphasized the crucial role of the Ministries of Health, Finance, and Economy, as well as the Court of Auditors and civil society, in monitoring and controlling resources. "These discussions allowed the delegations to confront their challenges, propose solutions, and leave Dakar with concrete strategies for better managing funding," he stated.

The main difficulties mentioned include the low capacity to absorb funds, execution times, traceability of expenses and the submission of supporting documents.

Participants recommended better planning, rigorous monitoring and more sincerity and integrity in management to ensure that every franc invested has a real impact on the health and well-being of populations.
