Financement de la santé : Le Fonds mondial et l'État du Sénégal tracent la voie d’un financement durable de la santé en Afrique francophone
Dakar is hosting, from November 4 to 7, 2025, a high-level meeting on aligning Global Fund financing with national public financial management systems, under the theme "Leveraging public financial management levers for sustainable health financing in Francophone Africa".
This meeting brings together ministerial delegations, technical and financial partners as well as international experts to exchange ideas on budgetary governance strategies and sustainable financing of health systems.
A strong partnership between Senegal and the Global Fund
In his opening address, the Minister of Health and Public Hygiene, Dr. Ibrahima Sy, recalled the depth of the partnership between Senegal and the Global Fund to Fight AIDS, Tuberculosis and Malaria, initiated in 2004. "For two decades, this partnership has been built on trust, transparency and performance," he stressed.
To date, Senegal has received US$574 million in grants, supporting the fight against HIV, tuberculosis, and malaria, as well as strengthening the health system. For the 2024-2026 cycle, a new €91 million financing agreement has been signed, of which €40.1 million has already been disbursed. These funds have enabled significant progress: more than 36,000 people are receiving antiretroviral treatment, 100% of HIV-positive tuberculosis patients are on antiretroviral therapy, 94% of HIV-positive pregnant women are receiving preventive treatment, more than 17,000 cases of tuberculosis have been diagnosed and treated, and 11.2 million insecticide-treated bed nets have been distributed across the country.
The minister also highlighted the progress made in the digitalization of the health system, governance reform and the creation of modern health infrastructure such as an oxygen plant and six incinerators.
A vision of transparency and performance
Under the leadership of President Bassirou Diomaye Faye, the Senegalese government has undertaken a structural reform of the health sector, placing accountability, transparency, and performance at the heart of public action. "Our objective is clear: to build an equitable, efficient, and resilient health system capable of delivering tangible results for every citizen," the minister stated.
This transformation is part of the Transformation Senegal 2050 vision, with clear priorities: strengthening the technical platform, digitalization of the health system, elimination of maternal and neonatal deaths, local production of medicines and vaccines, generalization of health insurance and the promotion of preventive health.
The Global Fund advocates for shared financial governance
For Ada Faye, Chief Financial Officer of the Global Fund in Geneva, this meeting marks a decisive step:
"The world of development is changing. Resources are no longer sufficient. We must consolidate domestic and external finance while strengthening public financial management," she said.
She stressed the importance of transparency and regular monitoring of funded programs. "Our programs are audited annually and are subject to semi-annual follow-up with the relevant ministries. Every dollar mobilized must directly benefit the population."
Germany announces support of one billion euros
Present at the ceremony, the German ambassador to Senegal reaffirmed his country's commitment to supporting the Global Fund and African states. "AIDS, tuberculosis, and malaria remain scourges that must be eradicated. Our country will provide one billion euros over three years to support the Global Fund's efforts and strengthen health infrastructure in Francophone Africa."
The diplomat praised Senegal's leadership in financial governance and multilateral cooperation in health. "Senegal is a model partner. This meeting marks a new stage in strengthening the resilience of health systems in Africa."
Towards a new paradigm for health financing
This high-level meeting in Dakar marks a strategic turning point for Francophone Africa, laying the groundwork for a new governance model focused on accountability, performance, and financial sustainability. Through this reform, Senegal aims to become a regional leader in health governance and public finance management.
