Santé : Le SUTSAS dépose un préavis de grève de six mois avec 17 revendications majeures

The Single Union of Health and Social Action Workers (SUTSAS) has decided to take a tougher stance against the authorities. In a letter addressed to the Minister of Civil Service and Labor, the union filed a strike notice on Monday, October 20, 2025, covering a long period from November 19, 2025, to May 20, 2026.

This slogan aims to achieve the satisfaction of 17 major demands that, according to SUTSAS, have remained unanswered despite multiple appeals. The union considers these grievances "legitimate and urgent" and calls on the government to immediately open negotiations to avoid paralyzing the health system for six months.

The main points of the demands concern in particular financial issues and the revaluation of statuses: payment of salary increases due to contract workers in public health establishments (EPS) and local authorities; payment of the motivation fund to all contract workers with a permanent contract; signing of the decree integrating senior health technicians into the A2 hierarchy, taking into account seniority since obtaining the diploma.

Recruitment, training and retirement age

SUTSAS emphasizes the need to strengthen staffing levels and skills: recruitment of 5,000 contract and community workers in the civil service, with capitalization and bonuses for years of contracting; acceptance of application files from professionals trained by the PRECIS program for Masters competitions; signing of the stock of outstanding diplomas at the Ministry of Health; upgrading and harmonization of training curricula for paramedical staff, social workers, nursing assistants, dental technicians, maintenance technicians and hygiene agents.

On the social front, the union is calling for the retirement age to be raised to 65, on an optional basis, highlighting the arduous nature of the work. It is also calling for the rights of employees of the Pharmaceutical Regulatory Agency (ARP) to be restored.

The notice addresses structural reforms and opposes the creation of a health center chief physician position in the ongoing health district reform. The union demands: the reintegration of Social Action, the Health Infrastructure Directorate, and the ENDSS within the Ministry of Health; the withdrawal of Decree No. 2025-670 relating to the election of the staff representative to the EPS Board of Directors.

Finally, land issues are raised, including securing land for the SUTSAS-Namora social housing program in Tivaouane Peulh, and approval for the sale of land from Le Dantec hospital in order to settle debts before its reopening.
