Santé publique : Le ministère fait le point sur le dialogue social avec les syndicats
Faced with recurring strikes called by certain trade union organizations in the health sector, the Ministry of Health and Public Hygiene (MSHP) wanted to inform the public about the evolution of social dialogue and the measures already taken in response to the demands expressed.
For several months, a constant and constructive dialogue has been conducted with the sector's unions in order to provide gradual and lasting solutions to their concerns. These concerns relate to improving working conditions, reclassifying certain professional categories, and addressing wage-related issues.
The health department points out that these discussions are part of the National Pact for Social Stability for Inclusive and Sustainable Growth (PNSS-CID), signed between social partners and the government.
Among the major advances, the Ministry of Health and Public Hygiene (MSHP) cites the signing of the decree reclassifying Senior Health Technicians to category A2, affecting 1,283 employees. According to the ministry, this measure "puts an end to an administrative inequity that has persisted for nearly 12 years."
The Ministry of Health also highlights the adoption of social equity measures, including the allocation of housing allowances to certain non-civil servant staff. More than 1,100 healthcare workers whose contracts were expiring have been integrated into the Ministry's contract staff database, representing an annual financial impact exceeding 7 billion CFA francs.
In addition, more than 60 billion CFA francs have been mobilized to strengthen the medical technical platform, including infrastructure, equipment, medicines and logistics.
Finally, the MSHP announces "the imminent launch of a special recruitment of 2,500 agents aimed at sustainably improving the healthcare offer".
However, one sticking point remains: the granting of housing allowances to contract workers in public health facilities and the Ministry. The Ministry of Public Health and Hygiene (MSHP) specifies that an inventory has already been carried out and that the necessary budget is estimated at 8.8 billion CFA francs per year.
With the support of the Ministry of Public Service and Labour and the Ministry of Finance and Budget, "realistic, sustainable and lasting" solutions are currently being studied to resolve this issue.
The Ministry of Health and Public Hygiene reaffirms its commitment to respecting the commitments made within the framework of the Social Stability Pact. It calls for the continuation of dialogue, "guaranteeing continuity of care, essential to the protection of the population, particularly the most vulnerable," in the best interests of the health system and Senegal.
